On Saturday, officers raided parlor Marine, located in the Ikebukuro entertainment area, and took manager Hiroshi Kikuchi, 45, and a 43-year-old employee into custody for allowing customers to place wagers on baccarat on 12 computers connected to an overseas site. Police seized a customer list and the computers.
Kikuchi has reportedly admitted to the allegations.
The operation sold points, priced at 100 yen each, to customers who in turn could later exchange them for cash. The operation averaged 25 customers per day and had generated approximately 24 million yen in revenue over the past year.
Officers also took six customers inside the premises at the time of the bust into custody on gambling charges.
To monitor customers entering and leaving Marine, which promoted itself as an Internet cafe, a surveillance camera was installed at its entrance doors.
