40 women, including 16-year-old, arrested in Kabukicho prostitution crackdown

TOKYO (TR) – Tokyo Metropolitan Police arrested 40 women, including a 16-year-old high school student, for prostitution in the Kabukicho red-light district of Shinjuku Ward over the first half of this year, reports NHK (July 6).

The arrests were concentrated around Okubo Park in Kabukicho, an area that has become notorious for women standing on the street to solicit male customers. In an effort to curb the illicit activity, police have strengthened countermeasures, launching joint night patrols alongside local residents.

According to police, a total of 40 women were taken into custody between January and the end of last month. Women in their 20s made up the vast majority with 28 arrests, followed by nine women in their 30s, and three teenagers—including the 16-year-old high schooler.

When questioned about their motives, the desire to fund visits to Kabukicho’s host clubs was the most common reason given, accounting for 18 of the cases.

While the total number of arrests marks a decrease of 35 compared to the same period last year, police warn that the issue is far from resolved. Investigators noted that a significant number of women are still flocking to the area to solicit customers after learning about the Okubo Park scene on social media.

Alongside the ongoing crackdown, the police are placing an emphasis on rehabilitation, actively connecting women seeking legitimate work with municipal support services to help them rebuild their lives.

Under Japan’s current Anti-Prostitution Act, male customers who purchase sex are not subject to criminal penalties. However, in light of the ongoing issues, the Ministry of Justice has convened an expert panel to discuss potential revisions and stricter regulations.
