Head of commercial sex scout group suspected of violating employment law

TOKYO (TR) – As a part of crackdown on a large scouting group that recruits women through social media and introduces them to commercial sex businesse, Tokyo Metropolitan Police have arrested its leader for violating employment laws, reports NHK (Jan. 9).

In March of last year, Kazuma Endo, the 33-year-old leader of the adult entertainment scout group Access, allegedly introduced a 24-year-old woman to an adult entertainment establishment in Oita Prefecture that employed her.

When questioned on suspicion of violating the Employment Security Act, Endo denied the charges, police said.

Access also supplied women to commercial sex establishment in Kawaguchi City, Saitama Prefecture. Police raided that business and arrested Daiki Inage, a 30-year-old staff member, and others for violating the Anti-Prostitution Act.

Upon his arrest, Inage admitted to the allegations.

“Scout back”

Police believe that Access is involved in the human trafficking of women, many of whom are in debt due to bills accrued at host clubs.

According to police, Access receives a commission called a “scout back” from stores that introduce women to it. If a woman makes sales of 1 million yen, Access receives 150,000 yen, of which the scout who recruited the woman receives more than 70,000 yen.

The group has about 300 scouts who rank women recruited on social media based on their looks — on a scale of one to eight — and body type. They are introduced to about 350 fuzoku (commercial sex) parlors across the country. It is estimated that they received around 7 billion yen in commissions over the five years leading up to 2024.

Police have set up a special investigation headquarters in the Public Safety Bureau for the first time in 16 years to investigate the organization’s true nature.
