TOKYO (TR) – Tokyo Metropolitan Police have re-arrested the alleged mastermind of a Shibuya-based “rip-off” bar ring for allegedly swindling a visually impaired man out of approximately 680,000 yen, reports Nippon News Network (Sep 17).
Musashi Izawa is accused of exploiting a matching app designed specifically for people with disabilities. Last year, he allegedly used the platform to lure the visually impaired victim to an establishment in the bustling Shibuya Ward.
Once at the bar, the victim was handed an exorbitant, fraudulent bill and pressured into paying the massive sum of cash, according to police.
Investigators believe Izawa, who is suspected to be the top boss of the Shibuya extortion group, actively and systematically targeted disabled and vulnerable individuals for his bottkuri (rip-off) scams.
Upon questioning, Izawa denied the allegations.
