SAITAMA (TR) – A new nationwide traffic enforcement system targeting rogue cyclists officially kicked off on Wednesday, introducing “blue tickets” and steep financial penalties for infractions such as using a smartphone while riding, reports Fuji News Network (Apr. 1).
In response to the launch, the Saitama Prefectural Police conducted an early morning crackdown near JR Omiya Station just after 7:00 a.m.
Officers were seen issuing verbal guidance and stern warnings to a slew of commuters caught riding on sidewalks or traveling against the flow of traffic.
Over 100 types of violations for people aged 16 and over are covered, with the highest fine being 12,000 yen for cycling while using a smartphone. Ignoring traffic signals or improperly riding on pedestrian walkways will incur a 6,000-yen penalty.
While minor infractions like sidewalk riding typically result in a verbal warning before a ticket is issued, authorities are taking a zero-tolerance approach to highly dangerous behaviors.
Police stated that cyclists caught using a smartphone or engaging in acts that could directly lead to an accident will be handed a blue ticket and an immediate fine without prior warning.
At the enforcement site in Kita Ward, Tokyo, warnings were issued to 16 people who were judged to have failed to observe stop signs by just after 10:00 a.m.
