IBARAKI (TR) – Ibaraki Prefectural Police have arrested the chairman of a medical corporation after hidden cameras were discovered in the women’s restrooms of two clinics, potentially capturing footage of over 100 victims, reports the Mainichi Shimbun (May 28).
Mitsuhiro Kubota, the 47-year-old head of the Mito City-based medical corporation Keiwakai, is accused of violating the Law Banning the Taking of Sexually Explicit Photographs.
According to police, Kubota allegedly installed miniature cameras in the women’s toilets at two of his clinics in Mito on December 25 in order to take tosatsu (voyeur) footage of women. Police estimate that up to 104 people were targeted in the illicit recordings and attempted recordings.
Upon his arrest, Kubota denied the allegations.
The voyeurism plot unraveled on Christmas Day when a cleaning staff member spotted a hidden camera in a restroom during the day. Suspicious staff immediately searched a second clinic operated by the corporation and uncovered another device, prompting them to file a police report later that evening.
Corporate registry documents show that Keiwakai operates the Higashi Kanto Clinic and the Ibaraki Health Management Center, both of which primarily conduct comprehensive health screenings and medical checkups.
Investigators are continuing to probe the devices, suspecting the medical boss may have been secretly filming unsuspecting patients and clinic visitors for an extended period before his arrest.
When contacted for comment, a representative for the medical corporation stated, “We are currently investigating the facts and have nothing to say at this time.”
