TOKYO (TR) – Tokyo Metropolitan Police on Friday arrested a 39-year-old Chinese female for managing a “snack” hostess club in Adachi Ward without a proper license, reports TV Asahi (Jan. 26).

Police allege that Hana, a business licensed as a bar in the Senju area, engages in entertainment by allowing customers to sit with hostesses, an arrangement that requires a special license under the Law Regulating Adult Entertainment Businesses.

The manager has reportedly denied the allegations. “The employees do not provide that entertainment,” the manager is quoted by police. “That has nothing to do with this club.”

Police had received complaints about the operations of Hana, which charges customers 3,000 yen for the first 60 minutes. In addition to aggressive street touting, the club is accused of overcharging by adding a large number of drinks consumed by the female employees, priced at 2,000 yen each, onto the tabs of unknowing customers.

Since opening in 2012, Hana has collected 26 million yen in sales, according to TBS News (Jan. 26).
