Police arrested three people involved in the refrigeration of the shipment, which was to depart Port of Kaohsiung for Shizuoka City. The drugs have a street value of 1.4 billion yen.
Customs officials became suspicious after an X-ray check of the cargo revealed an unidentifiable area inside one of the fish. After the carcass was cut open, a plastic bag containing the contraband was discovered. A total of 53 fish were found to have drugs hidden inside.
Police suspect that organized crime in Japan was to be involved in the receiving of the shipment.
