KANAGAWA (TR) – The Yokohama City Board of Education announced last week the disciplinary dismissal of a 60-year-old elementary school teacher who was caught taking upskirt photos of a woman on a subway train, reports Kyodo News (Aug. 14).
On Friday, the board said Mamoru Matsuno, a teacher at municipal Onda Elementary School, had been fired over an incident that took place on the evening of June 24. At around 6:00 p.m., Matsuno slipped his smartphone under a woman’s skirt to capture tosatsu (voyeur) footage while riding a subway train stopped at Yokohama Station.
When asked to explain his actions, Matsuno told investigators, “I wanted to experience a sense of accomplishment and a thrill.”
Police arrested the veteran educator in July on suspicion of violating the Law Banning the Taking of Sexually Explicit Photographs. He was subsequently issued a summary order to pay a fine of 500,000 yen.
In response to the scandal, the city’s board of education issued an apology. “We will make every effort to foster a sense of compliance and ethics among our teaching staff to restore public trust,” the board said in a statement.
