Nine Japanese nationals detained in Laos over fraud ring utilizing fake Tokyo police badges

LAOS (TR) – Authorities here have dismantled an international fraud syndicate, detaining 17 individuals — including nine Japanese nationals — suspected of targeting victims in Japan, reports TBS News (June 23).

Laotian police announced on Monday that they had raided a building believed to be a base for a special fraud ring in the northern province of Xiangkhouang five days before.

The raid resulted in the detention of nine Japanese men and women, alongside eight individuals from China and Taiwan. Authorities stated the suspects were taken into custody for “illegally entering Laos and engaging in illicit activities.”

Investigators seized a massive haul of electronic devices from the premises, including numerous smartphones and laptop computers. Crucially, police also discovered counterfeit police credentials bearing the characters for “Keishicho” (the Tokyo Metropolitan Police Department).

The discovery of the fake badges strongly suggests the syndicate was targeting Japanese citizens back home, impersonating police officers to swindle them out of money, a type of scam known as tokushu sagi (specialized fraud).

The Japanese Embassy in Laos stated that it is currently “confirming the facts” surrounding the detentions.

This latest bust highlights a shifting landscape for international fraud networks operating in Southeast Asia. Amidst an ongoing, large-scale crackdown on scam centers in Cambodia, crime rings are reportedly scattering their operations and relocating to neighboring countries to evade law enforcement, leading to a recent surge in arrests of Japanese nationals across the region.
