IBARAKI (TR) – Police here on June 10 arrested a man suspected of operating as a recruiter for an international fraud syndicate after he allegedly trafficked a 45-year-old man to a base in Cambodia, reports NHK (June 10).
In 2024, Hisayuki Mori, 54, an employee of an adult entertainment establishment in Kamisu City, allegedly took the victim, 45, overseas with the intention of forcing him to work in a ring specializing in tokushu sagi (specialized fraud).
In such a ring, members pose on the telephone as police officers or other persons in authority to swindle victims. In this case, the victim was to serve as a kakeko (caller).
Police did not reveal whether Mori admit to the allegations.

Investigators say the two men knew each other through work. Mori allegedly lured the victim abroad by falsely promising legitimate employment, telling him, “There is a job helping to sell luxury brands in China. All you have to do is sit around. You can earn over 100,000 yen a day.”
The investigation into Mori was sparked after police previously arrested 12 individuals — including the 45-year-old victim — for their involvement in the fraud ring operating out of the Cambodian hideout.
Authorities were able to pinpoint Mori as the syndicate’s recruiter by analyzing smartphone communication histories seized from the arrested suspects.
