Tokyo teacher accused of upskirting student says he ‘started secretly filming about 17 years ago’

TOKYO (TR) – Tokyo Metropolitan Police have arrested a 39-year-old public elementary school teacher for allegedly filming up the skirt of a female student inside a classroom.

Based on the investigation so far, suspect Koji Wakamatsu has been secretly filming students for nearly two decades, reports Kyodo News (Apr. 20).

Wakamatsu is accused of using his smartphone to covertly record (tosatsu) under the third-grade girl’s skirt as she mopped a classroom floor at the public elementary school in Ota Ward where he works in June 2025.

Upon his arrest, Wakamatsu admitted violating the Law Banning the Taking of Sexually Explicit Photographs. He told investigators, “I started secretly filming about 17 years ago when I became a teacher.”

The Ota Ward Board of Education notified the police on April 16 after receiving a report from someone who witnessed the suspect filming children.

Wakamatsu stated, “I had accumulated 5,000 videos and images, but I deleted them when I was summoned by the school. In the past, I also secretly filmed girls changing in the swimming pool.”

Police are now investigating additional charges against the suspect. Authorities believe Wakamatsu has been exploiting his position to secretly record female students changing clothes and capture images of their underwear across multiple elementary schools throughout his lengthy career.
