A government employee left his office in a bit of a tight squeeze late last month after he was caught doing some squeezing of his own, reports Shukan Jitsuwa (July 14).

On June 24, heavy rain resulted in mudslides and blackouts throughout Akita Prefecture, which prompted local governments to order the evacuation of roughly 3,000 households. But hampering these efforts was the fact that three days before one of the key personnel of the Akita branch of the Ministry of Ministry of Land, Infrastructure, Transport and Tourism, Yoshihisa Sato, 38, was arrested for molesting a call-girl.

“Within the prefecture, many roads were damaged by rivers over-topping their banks or landslides,” a local beat writer tells the tabloid. “The guy who was arrested is an expert in roads. He held a position whereby he was responsible for leading the restoration of damaged roads. At that office, both the head and co-head of the office are now handling those duties.”

Sato was arrested by officers from the central police station of the Akita prefectural police due to an encounter at an Akita City business hotel with a girl employed in the deri heru trade — that is, out-call sex — at 4 a.m. on June 4.

“The girl, in her 20s, had just finished up with a customer in a room,” says another local reporter. “Sato spotted her in the lobby and said, ‘Do you have a minute?’ She responded, ‘What do you need?’ He then took her to the emergency stairwell of the hotel, where he fumbled with her breasts under her shirt and ran his hand beneath her skirt while trying to plant a kiss. As things escalated, she managed to push him off and escape to the lobby.”

She subsequently filed a police report, and investigators linked Sato to similar instances in the lobbies of other Akita business and tourist hotels. This lead to his arrest.

Sato joined the MLIT office in April of 1992. Since then, he focused solely on national roads. His after-work activities were also highly focused.

“Sato’s approach was the same every time,” says an individual associated with the investigation. “Basically, he waited for deri heru girls who had just finished their work. We assume he did this a lot in the past.” (A.T.)
