CHIBA (TR) — Police here have arrested a 41-year-old man claiming to be a government bureaucrat after he was caught attempting to film under a woman’s skirt at a train station in Chiba Prefecture, reports TV Asahi (May 4).
Naoto Minbuta, who identifies himself as a section chief at the Ministry of Agriculture, Forestry and Fisheries, is accused of using his smartphone to take tosatsu (illicit) footage up the skirt of a woman in her 20s.
The incident took place on an ascending escalator at JR Ichikawa Station just before 10:00 p.m. on Sunday. A vigilant passenger who witnessed the act apprehended Minbuta on the spot and alerted station staff.
During police questioning, Minbuta fully admitted to the allegations. “I saw a woman who was my type, and I wanted to film inside her skirt,” he told investigators.
Officers confiscated Minbuta’s smartphone, which contained video footage believed to be of the victim. Police are currently analyzing the device to determine if he has been involved in other similar offenses.
