On Monday, officers arrested Akira Otsuka, the 43-year-old manager of the operation, which included a shop and a warehouse, and two other employees for the sale and possession of uncensored pornographic DVDs.
A search of the shop, located near JR Ikebukuro Station, and the warehouse revealed approximately 24,000 discs.
By law, films available in Japan are required to have genitalia properly censored.
Otsuka has reportedly admitted to the allegations. “While I knew it was wrong, I did it for big payoff each day,” the suspect is quoted by police.
According to Nippon News Network (July 23), the shop was hidden and relied on word of mouth to attract customers, who made requests for DVDs that were then brought from the warehouse.
In May, Otsuka was arrested on the same charges. He quickly reopened the shop. Over the next two months, the operation collected 12 million yen in revenue.
