Officers took the manager of club Shibuya Moe Puchi, 35-year-old Yasuyuki Fukui, and two other suspects into custody for dispatching women to love hotels to provide sexual services to male customers in violation of the Anti-Prostitution Law regarding solicitation.
The suspects advertised Shibuya Moe Puchi, whose main office is in Ikebukuro, as containing a roster of young students. However, the 20 prostitutes, many of whom possessed short statures and young-looking faces, were over 18 years of age.
“As a means of ‘camouflage,’ they’d wear black hairpieces to cover their dyed hair,” says an investigator.
Charges for “high school girls” ranged between 30,000 and 50,000 yen, while a 90-minute session with a “fourth-grade student” went for 300,000 yen.
Shibuya Moe Puchi opened in May of last year. Revenue averaged two million yen per month. A second office in Shibuya was in the planning stages.
Nikkan Gendai is surprised that students are able to attract six-figure fees. Fuzoku writer Taizo Ebina says that the nature of the business resulted in such sums.
“Typically, these types of customers pick up girls using services like Line,” says the writer. “But the guys going to specialty shops — like the one busted — do it for peace of mind, as in they don’t want to leave behind a [digital] trail.”
Of course, the club operators know this.
“So they’ll employ girls who will pretend to be younger than they really are,” continues Ebina. “For those girls who are clearly over the age of 18, it is not as if the customer is in a position to register a complaint.”
However, there are exceptions.
“Some angry customers will go to the police and report that a business is cheating,” says Ebina. “There are cases that have ended in arrests.”
