Tokyo cops target illegal scouts and exploitative host clubs with soapland raids

TOKYO (TR) – Tokyo Metropolitan Police this week arrested nine individuals connected to soapland bathhouses in and around the Yoshiwara red-light district.

The bust signals a massive crackdown on the shadowy networks connecting sex work to exploitative host clubs, reports site Zakzak (Oct. 7).

The arrests targeted Aile D’ore, a high-end sex establishment in Taito Ward’s Senzoku area, and its sister parlor Danshaku.

Among those taken into custody are Yasukazu Miki, 54, manager of Aile D’ore, and Mitsuhiro Oguri, 53, manager of Danshaku.

Police allege the suspects provided a venue for female employees to engage in prostitution with male customers, which is a violation of the Anti-Prostitution Law.

The two venues reportedly raked in about 70 million yen a month, charging patrons 80,000 yen for a two-hour session.

True targets

However, the raids represent far more than a pair of busts. They signal the collapse of a long-standing “tacit agreement” within Japan’s sex industry, which has historically operated in a legal gray zone under the guise that management merely rents out bathhouses for “free romance” between consenting adults.

According to investigators, the police’s true targets are the massive illegal scout groups and the vicious host club industry operating behind them.

Authorities have launched an unprecedented campaign driven by public outrage over a notorious exploitation pipeline: predatory male hosts force female customers into astronomical debt, and then utilize illegal scouts to funnel the women into the sex industry to pay off their staggering tabs. Facing intense pressure to “cut off the funding source to protect women,” police are dismantling this business model.

Investigators revealed that the majority of the approximately 40 women working at Aile D’ore were recruited via illegal scouts. The parlor’s manager admitted to the practice, and police are now tracing the “scout back” introduction fees paid by the venue.

Access

Following the recent takedown of massive scout syndicates like the Access group, police have seized client rosters and financial data. This evidence has triggered a chain reaction of raids, targeting brothels that paid these illegal fees not just in Tokyo, but in cities nationwide, including Wakayama, Sendai, Niigata, and Kawasaki — areas that hadn’t seen raids in decades.

The sudden hardline stance has sent shockwaves of panic through the sex industry. With the use of scouts now carrying the ultimate risk of immediate arrest and closure, brothels are scrambling to cut ties, leading to severe staff shortages across the board.

Meanwhile, patrons took to social media to express shock over the sudden closure of the historic venues.

“I spent quite a bit of money at Danshaku and Aile D’ore. It leaves behind a lot of memories from my early days as a Yoshiwara beginner,” one user wrote on X.

Another longtime customer lamented the fallout: “Since I first came to Yoshiwara about 30 years ago, it had a great reputation and even celebrities visited… I can’t believe they were still using scouts. I feel so sorry for the staff and the girls.”
