TOKYO (TR) – Tokyo Metropolitan Police have arrested a 47-year-old company employee for allegedly soliciting a female pedestrian on a street in Shibuya Ward to appear in an adult video (AV).
Toshifumi Nakanishi is accused of violating the Metropolitan Nuisance Prevention Ordinance. According to police, Nakanishi approached the woman in the Dogenzaka nightlife district on June 8.
During the encounter, he allegedly attempted to recruit her by saying, “I’m from an AV agency. Your face will be shown, but the pay is really high.”
Upon questioning, Nakanishi admitted to the allegations, police said.

Nakanishi works for an adult video production company and is believed to have engaged in scouting activities twice a month.
In a separate incident, police also announced the arrest of Kei Nishimura, a 23-year-old unemployed man, for illegally scouting multiple women on the streets of Shinjuku Ward.
This is the first time in five years that Tokyo police has applied the public nuisance prevention ordinance to arrest persons for soliciting employment in the AV industry.
Toyo police say it is stepping up crackdowns in Tokyo’s entertainment districts and is warning the public against engaging in illegal scouting and touting activities.
