TOKYO (TR) – Tokyo Metropolitan Police have arrested a male public elementary school teacher for allegedly secretly filming under the shorts of his students while in poses deemed obscene, reports TBS News (June 4).
Between April 2024 and October 2025, Tasuku Sugino, a public elementary school teacher in Shibuya Ward, allegedly used his smartphone to take tosatsu (voyeur) footage of the underwear of four girls aged 8 to 12.
In one instance, he called an 11-year-old girl into the classroom under the pretense of physical education instruction and instructed her to put her body in a “bridge” shape.
He allegedly encouraged her with phrases like, “Just 10 more seconds!” and “Do your best, it will count towards your grades,” while using the zoom function to videotape her underwear.
Upon his arrest on suspicion of violating the Law Banning the Taking of Sexually Explicit Photographs and non-consensual indecency, the suspect admitted to the allegations. “It was to relieve stress. I got excited seeing her in a state where her underwear was barely visible,” he said.
Last month, police seized Sugino’s smartphone last month in connection with an alleged case of him secretly filming a female junior high school student on a street in Shibuya.
The latest incident came to light through analysis of the seized smartphone.
