KUMAMOTO (TR) – A 55-year-old Kumamoto prefectural government employee has been handed a four-month suspension after spending nearly 100 hours viewing adult websites and reading manga on his work computer.
And it wasn’t the first time, reports Fuji News Network (Apr. 1).
According to the prefectural government, the male employee, a clerk-level engineer assigned to the Commerce, Industry, and Labor Department, accessed explicit content and manga sites for a total of 93 hours between January 2024 and July 2025.
Adding to the severity of the misconduct, the man also transferred adult videos saved on his personal home computer to a USB flash drive, which he brought into the government office to watch during business hours.
During an internal investigation, the official admitted to the allegations, attempting to excuse the behavior by citing the pressures of his job.
“I was experiencing work-related stress,” he told investigators. “I lacked a sense of ethics and mixed public and private matters.”
The four-month suspension, officially issued on March 27, is not the civil servant’s first reprimand. He was previously disciplined for a similar workplace infraction in 2018.
