Pair nabbed over sexual misconduct at Kabukicho counseling facility

TOKYO (TR) – Tokyo Metropolitan Police have arrested two men on suspicion of committing lewd acts at a government-sponsored counseling facility for wayward children and others in the Kabukicho red-light district of Shinjuku Ward.

In July, Fuzuki Arai, 25, and Ryota Aoki, 20, allegedly committed lewd acts with females who visited Kimimamo @ Kabukicho, reports the Asahi Shimbun (Sep. 10).

Arai reportedly touched one woman’s lower body, while Aoki engaged in sexual acts with a girl he was dating, who visited the facility with him.

On Wednesday, police accused the pair of violating the Tokyo Metropolitan Nuisance Prevention Ordinance regarding obscene language and behavior.

Aoki has admitted to the charges. Meanwhile, Arai reportedly stated, “I touched the woman’s crotch, but I don’t know what’s wrong with that.”

“Toyoko Kids”

Kimimamo is a counseling facility set up by the Tokyo Metropolitan Government for young people, such as so-called “Toyoko Kids,” who include runaways.

In late July, the facility’s operator consulted with the Tokyo Metropolitan Police. A subsequent analysis of security camera footage within the facility and confirmed the actions of the two suspects.

On August 2, Tokyo governor Yuriko Koike inspected the area of Kabukicho near Kimimamo. “I hope that Kimimamo will be effective in providing a place for children, women and young people to seek advice on various issues,” the governor said.
