TOKYO (TR) – The infamous Yoshiwara red-light district is on high alert after a vengeful former sex worker successfully took down a top-tier soapland bathhouse — and then published a step-by-step “snitch manual” online for others to do the same, reports Shukan Post (Aug. 8).
The underground sex industry, long protected by a code of silence, is unraveling. The chaos centers around a woman using the online handle “Shima-san,” a former cast member at “Louvre,” one of Yoshiwara’s most established and expensive soapland establishments.
When Louvre was raided by police on June 24 on suspicion of violating the Anti-Prostitution Law, Shima-san took to social media to proudly claim responsibility. “I am the one who filed the criminal complaint for providing a place for prostitution!” she wrote.
Written deposition
Driven by anger over unacceptable treatment by shop management and her subsequent forced departure, Shima-san reported the bathhouse to Tokyo Metropolitan Police, providing detailed testimony and cooperating fully in creating a written deposition.
Just weeks later, Shima-san escalated her crusade. Responding to pleas on a forum for active sex workers asking “how to force a shop to close,” she published a three-step whistleblowing manual based on her successful takedown:
1. Gather Objective Evidence: Secretly record managers or floor staff explaining “honban” (actual sexual intercourse) services. Collect entry/exit logs and receipts to prove the shop systematically provides a venue for prostitution. 2. Organize the Facts: Create a chronological document detailing “when, where, who, what, and how.” Exclude personal grudges and focus strictly on objective, logical legal violations. 3. Go to the Police: Go directly to the Community Safety Division of the local police station with the evidence. Report the crime and file a formal “criminal complaint” demanding punishment.
“Hobby training”
Shima-san is now personally advising other disgruntled women via direct messages on X (formerly Twitter). In one case, a former worker at another high-end Yoshiwara soapland consulted her after shop operators demanded “hobby training” — unpaid sexual services performed on management for their own gratification — while encouraging the use of illegal drugs.
Soapland bathhouses exist in a notorious legal gray zone, officially registered merely as “bathing facilities” where women wash male customers in private rooms. Because actual prostitution is an open secret, the bathhouses are highly vulnerable to inside exposure.
“Police can raid a soapland whenever they want,” explains Sho Wakabayashi, a lawyer familiar with the sex industry. “If evidence is gathered and reported according to this manual, it will be incredibly difficult for shops to escape a bust.”
Bathhouse operators are terrified. “It’s a frightening era,” one Yoshiwara manager confessed. “We’ve always been conscious of the authorities, but with the appearance of this snitch manual, we now have to fear our own insides. The phase has changed. If these accusations continue, the very foundation of the industry will be upended.”
“Practically illegal prostitution”
Another manager admitted that paranoia is forcing a change in behavior. “We are telling our floor staff to watch their language with the women more than ever, assuming they are being secretly recorded. Even if a cast member isn’t earning well and wrongly blames the shop, we have to treat her gently because the risk of her calling the cops is too high.”
Shima-san remains unapologetic, stating that despite relying on women to survive, too many shops treat them like garbage. “Soapland bathhouses are practically illegal prostitution operations, and I think they should all be crushed. I am ashamed that I once made money through illegal acts,” she said.
However, her scorched-earth campaign is drawing backlash from the very women she claims to be defending.
“I’ve made a living in this industry for five years and I’m satisfied,” said a current cast member working in Kawasaki City, Kanagawa Prefecture. “Many women are working here while dealing with complex personal circumstances, desperately trying to survive. Shima-san’s attitude that ‘they can all be crushed’ ignores that reality. I have nothing but doubts about her actions.”
