TOKYO (TR) – Tokyo Metropolitan Police have arrested a man who is suspected of being a cash collector for fraud group Luffy following his arrival in Japan from overseas, according to sources close to the investigation.
The man arrested on suspicion of violating the Organized Crime Punishment Act is 40-year-old Ryuichi Ishibashi. He was arrested by the Tokyo Metropolitan Police on Tuesday evening at Narita International Airport.
According to sources close to the investigation, Ishibashi is suspected of receiving approximately 7.1 million yen in cash from robbers on a street in Joso City, Ibaraki Prefecture, on the night of October 20, 2022.
This cash was the proceeds from a robbery that occurred shortly before, in which 35 million yen in cash and gold bars were stolen from a house in Inagi City, Tokyo.

Luffy operated from a base in the Philippines. From there, it allegedly directed large-scale robberies.
After the crime in Inagi, Ishibashi fled overseas.
