			<content:encoded><![CDATA[<p>The weather was poor for most of this year&#8217;s &#8220;Golden Week,&#8221; and at the office of a <em>deri heru</em> (out-call sex service) in central Tokyo, the phones kept ringing and ringing.</p>
<p>Deri heru clubs, short for &#8220;delivery health,&#8221; offer sex workers on a dispatch basis. They were accorded legal status following a revision of Japan&#8217;s law on public morals back in 1999, as part of a crackdown against businesses that operate from fixed locations, which are increasingly regarded as urban eyesores. Currently, reports <em>Shukan Post</em> (May 25), some 15,000 such services are said to be in operation nationwide, with their annual turnover estimated at 2.4 trillion yen.</p>
<p>Akira Ikoma, editor of a sex guide magazine called <em>Ore no Tabi</em> (My Journey) tells the magazine that the male customers of such businesses typically look at the faces and profiles of girls employed by the dispatch service and request their choice by telephone.</p>
<p>&#8220;They might ask questions like &#8216;Does she have a light complexion?&#8217; or &#8216;How do your other customers rate her?&#8217;&#8221; says Ikoma. &#8220;These kind of queries are helpful in avoiding disappointments or problems.&#8221;</p>
<p>&#8220;While some men are reluctant to having a hooker visit their home, the major services, which operate sites on the Web and are mentioned in sex publications, are registered with the police, so they shouldn&#8217;t worry. They can send a girl to a hotel instead, but that will cost the customer more,&#8221; Ikoma adds.</p>
<p>What kind of males utilize such services? According to the operator of the &#8220;Uguisudani Erotic Novel Club,&#8221; which has been in operation for eight years, 80% to 90% of the customers &#8220;are age 40 and over.&#8221;</p>
<p>Such males were also determined to enjoy their recent Golden Week holiday, despite the inclement weather.</p>
<p>&#8220;Our phones kept ringing and ringing,&#8221; the operator relates. &#8220;Some nights the staff had to sleep over in the office to take calls.&#8221;</p>
<p>The service, which charges 15,000 yen for an 80-minute visit, claims that its customers, who include university professors and company presidents, &#8220;Seek to enjoy being scolded by a stern but gentle lady who reminds them of their mothers.&#8221;</p>
<p>The operator of a service in Shibuya says that to find &#8220;high quality&#8221; damsels who will keep demanding customers satisfied, outlays for classified advertising and other recruitment costs can run as high as 500,000 yen per employee.</p>
<p>&#8220;But even then, they can&#8217;t put in long hours, or work nights at all, since they have to look after their kids and husband,&#8221; he says.</p>
<p>Nevertheless, many females who toil for the deri-heru are said to be housewives whose budgets have been hard hit by the prolonged recession.</p>
<p><em>Shukan Post&#8217;s</em> reporter visits a shop named &#8220;Kororo-awase&#8221; (meeting of hearts) that turns away prospective clientele who have yet to reach age 60.</p>
<p>The charge for admission is 15,000 yen for one hour.</p>
<p>The business card of Kokoro-awase&#8217;s female boss bears the job description of &#8220;sex counselor.&#8221;</p>
<p>&#8220;There aren&#8217;t many places for seniors to have fun,&#8221; she tells the magazine. &#8220;Even if they are interested in screwing around, they are shy about phoning. They feel embarrassed if they go limp during sex, and so on. So we opened this place to provide specialized services for the old fellas, with the aim of dispelling their anxieties.&#8221;</p>
<p>Most of the shop&#8217;s female staff are amateurs, such as housewives, and they are summoned to service the seniors exclusively on an appointment basis.</p>
<p>&#8220;Sometimes I&#8217;ll spend 20 minutes or so with a customer on the phone, during which time I&#8217;ll tell him about several of our girls. Most of them tend to request inexperienced amateurs. For an additional 3,000 yen, we also have a popular &#8220;Koibito (lover) course&#8221; that includes a &#8216;date&#8217; followed by sex.</p>
<p>&#8220;I get the impression that most our customers are just as satisfied from kissing and holding hands &#8212; which gives them the feeling they&#8217;re back in their youth &#8212; as they are with the sex,&#8221; she remarks. (K.S.)</p>

<p>A little more than one year after the devastation of the Great East Japan Earthquake of March 11, Miyagi Prefecture&#8217;s biggest nightlife quarter of Kokubuncho is booming as construction firms target, oftentimes through collusion, the government’s second supplementary budget for the reconstruction of stricken areas. </p>
<p>&#8220;Construction company employees are arriving from all reaches of Japan,&#8221; says a person in management at one such firm. &#8220;Clubs are routinely filled to capacity.&#8221;</p>
<p>According to an employee at a <em><a href="http://www.tokyoreporter.com/tag/kyabakura/">kyabakura</a></em> (hostess club), there are not enough girls employed in the <em><a href="http://www.tokyoreporter.com/tag/deri-heru/">deri heru</a></em> (out-call sex) trade to satisfy demand. He says that reinforcements are being ferried in from outside the prefecture. </p>
<p>Even <a href="http://www.tokyoreporter.com/tag/av/">AV</a> star <a href="http://www.tokyoreporter.com/2011/10/21/minako-komukais-porn-debut-a-total-bust/">Minako Komukai</a> is appearing in a 20-day engagement at the <a href="http://www.rockza.net/sendai/index.html">Sendai Rokku-za</a> strip club until May 10, and this is not her first appearance since the quake.  </p>
<p>The tabloid finds it hard to believe that Tokyo remains mired in deflation while just a few hundred kilometers to the north Sendai&#8217;s economy is expected surge forward for the foreseeable future. </p>
<p>Restoration of roads and bridges is getting up to speed, with dump trucks causing traffic jams along the coast. When this basic infrastructure work is finished, major redevelopments will then commence. These projects are expected to last for 10 years. A hotel staff member tells the tabloid that its rooms are booked solid for three years. </p>
<p>Flush with cash, construction company employees are able to freely go out drinking and hit the golf course. Sales at department stores and home appliance shops are reportedly double that of last year. </p>
<p>Real estate brokers are looking to turn a quick buck by investing in damaged properties. &#8220;The other day, a rather gruff real estate guy with a Kansai accent was here,&#8221; says a restaurant employee. &#8220;It was the middle of the afternoon, but he had geisha girls on both sides serving him wine.&#8221; </p>
<p>Of course, with so much tax money floating around, it would not be surprising to hear rumors concerning dodgy activity. One going around concerns collusion among big-time contractors and the prefectural government. </p>
<p>&#8220;For large jobs, the rubble disposal work went to big-name contractors and the levee work was given to marine contractors,&#8221; says a representative from a local construction company. &#8220;Small companies from this area were left out entirely. So there are grumblings about how the prefecture is handling the situation.&#8221; </p>
<p>Prior to the bidding for debris-clearing jobs, it was not a secret that big-name contractors Shimizu, Kajima, and Obayashi had already secured contracts from the prefecture. </p>
<p>Further, garbage incineration jobs were also dealt with by the prefecture, and not by local civic authorities, which is standard practice. &#8220;A &#8216;proposal method&#8217; was used,&#8221; says an industry insider. &#8220;This insured that the big companies got everything, almost like gifts descending from heaven.&#8221; (K.N.)</p>

Weekly tabloid <em>Shukan Jitsuwa</em> (Mar. 22) likewise conveys to its readership how ladies in the commercial sex industry have courageously resumed their activities.</p>
<p><a href="http://www.only-hitoduma.com/hp/girls/runa/index.html">Luna</a>, an employee at <a href="http://www.only-hitoduma.com/">Okusama Shokudo</a> (Married Woman Cafeteria), a chain of out-call sex clubs specializing in housewives, returned to work in May of last year. &#8220;I lost both of my parents in the tsunami,&#8221; says the 42-year-old, who works out of the service&#8217;s branch located in Ishinomaki, Miyagi Prefecture. &#8220;At the time I returned to work, my mother&#8217;s body was still going through DNA exams. It was not until August that it became official.&#8221;</p>
<p>After going through such a traumatic experience, Luna returned only through a push from a trusted acquaintance. &#8220;I knew I couldn&#8217;t just sit there,&#8221; says the employee, whose sensual services, according the establishment&#8217;s <a href="http://www.only-hitoduma.com/k/system.php">Web site</a>, start at 12,000 yen for 60 minutes. &#8220;After I convinced myself to return, many of my patrons further encouraged me. It was really gratifying.&#8221; </p>

<p>Sena, 26, who works out of the <a href="http://www.okusamashokudo.com/">Kenkita outlet</a> of the same chain, actually joined the industry of February this year. &#8220;I had a day-time job in Tome City, which is an inland area,&#8221; she says of the time one year ago. &#8220;It was tough to get settled after the earthquake, but during the clean-up time flew by fast.&#8221;</p>
<p>The Maesawa branch of the deri heru chain <a href="http://www.vivace-iwate.jp/top.html">Vivace</a> in Oshu City, Iwate Prefecture　employs 25-year-old <a href="http://www.vivace-iwate.jp/girls/index.html">Arisa</a>, whose home in Kesennuma City and car were washed away by the tsunami. <p>Kazuo Hoshino, manager of a fashion health massage shop, says his oldest regular client is 85, and he gets plenty of business from men in their 60s and 70s.</p>
<p>&#8220;There are those who enjoy ejaculating, and others who are just content to have a drink with a gal or take a bath together,&#8221; he says. &#8220;Some just take a bath and go home. That&#8217;s enough to satisfy any sexual urges that&#8217;s built up.&#8221; <span id="more-31292"></span></p>
<p>At an apartment 10 minutes from Takadanobaba Station, seven women await customers. The standard rate is 18,000 yen for 60 minutes and 25,000 for 90 minutes. The prices haven&#8217;t changed since 2000.</p>
<p>&#8220;We absolutely don&#8217;t permit <em>honban</em> (intercourse) here,&#8221; says Hoshino. &#8220;I suppose the older guys are under less pressure. The system is only by reservation, so they are not made to feel uncomfortable by having to sit beside smug younger guys in the waiting room.&#8221;</p>
<p>&#8220;My customers are all gentlemen, who don&#8217;t try to force me to do things,&#8221; says one of the masseuses, a 36-year-old named Madoka. &#8220;I was laid off my regular job after last year&#8217;s nuclear power plant accident, and was worried that working in the sex industry would be rough, but the customers here are nice to me.&#8221;</p>
<p>Hoshino&#8217;s &#8220;box-type&#8221; shop faces increasing competition from <em><a href="http://www.tokyoreporter.com/tag/deri-heru/">deri heru</a></em> out-call services, which, according to a <a href="http://www.npa.go.jp/safetylife/hoan/h22_fuzoku_jihan.pdf">2011 National Police Agency white paper</a> (pdf) on adult-entertainment businesses, nearly doubled in number from 8,936 in 2006 to 15,889 four years later.</p>
<p>One such business, named &#8220;Four-leaf Clover,&#8221; caters to customers from age 60 to 75. Among the services it offers is a &#8220;platonic course&#8221; for which customers pay 20,000 for two hours, during which the woman will accompany the client for a meal or to the cinema. Those on a tighter budget can opt for the 60-minute &#8220;calm down&#8221; course at 12,000 yen, which includes a hand job.</p>
<p>&#8220;Many customers opt for the platonic course and then afterwards extend for an additional hour with our &#8220;health course,&#8221; for 18,000 yen,&#8221; Takehiko Umeda, the manager, tells the magazine.</p>
<p>One 75-year-old widower is said to be fond of watching <a href="http://www.tokyoreporter.com/tag/adult-video/">adult videos</a>, during which time the lady will fondle his penis and murmur sweet nothings in his ear.</p>
<p>&#8220;I&#8217;m skeptical that people lose interest in sex as they become older,&#8221; says Umeda. &#8220;What will do it is sheer day-to-day boredom. With a change of pace and some stimulation, those old fellas will pep up.&#8221;</p>
<p>&#8220;Men who are now in their 60s were in their 20s and 30s during the 1970s and 80s, when sex in Japan became much more open,&#8221; says Kayoko Kageyama, author of a book titled &#8220;Sex, Media, and the Sex Business.&#8221; &#8220;As long as age is no impediment, it shouldn&#8217;t be surprising that they patronize sex businesses.&#8221; (K.S.)</p>

Citing an <a href="http://www.tokyoreporter.com/tag/adult-video/">adult video</a> production company employee, the weekly tabloid says that it is common knowledge in the industry that one Japanese woman in 200 has performed in a porn film.</p>
<p>To establish its bearings, the magazine says that in days past one porn actress per 400 female high school and university students was a standard assumption &#8212; a figure that represents roughly one woman per graduating class. </p>
<p>To then make the jump to encompass all women, the tabloid breaks down some numbers provided by the production company employee.</p>
<p>&#8220;If one considers all <a href="http://www.tokyoreporter.com/tag/av/">AV</a> productions, including those distributed on the Internet and underground DVDs, there are 35,000 productions released each year,&#8221; the explains. </p>
<p>That converts to approximately 100 films a day. </p>
<p>&#8220;In one year,&#8221; the source continues, &#8220;between 2,000 and 3,000 new actresses will debut in conventional AV films. All told (including amateurs), the industry has 150,000 experienced women. Now, if one considers that between the ages of 19 and 55 Japan has 30 million women then&#8230;&#8221; <span id="more-30499"></span></p>
<p>&#8230;one may arrive at that quite striking one-in-200 figure.  </p>
<p><em>Shukan Post</em> finds an industry insider who believes that Japan&#8217;s strength is within its abundant supply of potential actresses. </p>
<p>&#8220;For roving talent scouts, recently it has become easy for them,&#8221; says a porn director who specializes in amateur productions featuring women who get picked up on the street. </p>
<p>&#8220;The hurdle in getting women to perform in AV has been set very low,&#8221; says the director. &#8220;In the <a href="http://www.tokyoreporter.com/tag/shibuya/">Shibuya</a> Center-gai (shopping) area there are women who will negotiate on the spot and sign on quickly.&#8221;</p>
<p>As to that one-in-200 ratio, the director is more inclined to put it closer to one in 50. &#8220;But this is nothing compared to the fuzoku trade, whose numbers are overwhelming,&#8221; the director adds. </p>
<p>According to the National Police Agency, there were 23,000 adult entertainment establishments registered in 2010. If roughly 20 women are employed at the average <em><a href="http://www.tokyoreporter.com/tag/deri-heru/">deri heru</a></em> or <a href="http://www.tokyoreporter.com/tag/soapland/">soapland</a> club, then the total number of employees is 460,000 women. </p>
<p>When taking into consideration the above population assumptions used in the AV calculations, the figure represents one woman in 65 &#8212; indeed, likely shy of the director&#8217;s lofty expectations but eye-catching nonetheless. </p>

<p>&#8220;Recently there was a police bust in the red-light area adjacent to the east exit of Kawasaki station,&#8221; says a reporter who&#8217;s knowledgeable about such things. &#8220;About 20 foreign women were found working there, nearly all of them from South Korea. <p>According to police, the service had 10 employees, of which eight were girls aged between 15 and 17. </p>

<p>Around the 15th day of even-numbered months, when pension checks are issued, the numerous bathhouses and bordellos that line the rectangular area&#8217;s streets become a playground for the <em>Yoshiwara Nenkin-zoku</em>, or the Yoshiwara Pension Tribe.</p>
<p>The magazine believes that this is one example of how the below-the-belt <em><a href="http://www.tokyoreporter.com/tag/fuzoku/">fuzoku</a></em> industry is targeting the older generation and giving up on younger, more &#8220;passive&#8221; men, or <em>soshokukei danshi</em>.</p>
<p>&#8220;Soaplands that open early remind one of a hospital lobby since they are filled with many older men,&#8221; says Akira Ikoma, the editor of a guide to men&#8217;s entertainment called <em>Ore no Tabi</em> (My Trip). &#8220;That is the case with a place in <a href="http://www.tokyoreporter.com/tag/ikebukuro/">Ikebukuro</a>, where you can feel-up a gal&#8217;s chest. You&#8217;ll see many seniors smiling as they enjoy fumbling with their hands.&#8221; <span id="more-29001"></span></p>
<p>Jun Hayakawa, a manager of an out-call aroma therapy service called <a href="http://www.precious.ne.jp/">Precious</a>, located in Ikebukuro, says that his clientele is generally comprised of men in their 50s, but there is also one octogenarian in the bunch. &#8220;Many are pension recipients,&#8221; the manager explains. &#8220;Some are even attempting to sponsor our girls by offering some cash each month, but discourage that kind of thing.&#8221;</p>
<p>Aging doesn&#8217;t mean that a man will lose his sex drive, <em>Shukan Post</em> assures. Rather, it means that he has more time and maybe a bit of cash &#8212; so it&#8217;s natural to go have some fun.</p>
<p>Shun Sakai, the owner of the out-call (<em><a href="http://www.tokyoreporter.com/tag/deri-heru/">deri heru</a></em>) service named <a href="http://www.jjwife.com/">Submissive Housewives Living around Tokyu Lines</a>, asks that customers be above 30 years of age. &#8220;I myself used to go to fashion health shops in Shibuya but it was uncomfortable,&#8221; the manager explains. &#8220;Many guys in their 20s will give you cold looks, wondering why a mature person is here to play. It makes it difficult to visit.&#8221;</p>
<p>Sakai opened his club six years ago. Ladies are sent to residences or hotels, which allows customers to not meet one another face to face. His clientele breaks down as follows: those in their 30s (5 percent), between 40 and 59 (57 percent), and remainder is represented by those 60 and above, with the highest reaching 75.</p>
<p>The older the customer, the cheaper the rates. For the basic 90-minute course, fees range between 23,000 and 25,000 yen. </p>
<p>Most ladies are in their 30s, which is not standard in Tokyo. &#8220;While most men tend to favor 20-year-olds, that is too low for conversation purposes,&#8221; Sakai says. &#8220;Some also will be concerned that the girls will actually be looking down on them. So, for a temporary date, a mature woman fits better.&#8221; </p>
<p>The manager adds that when a lady is bit out of shape it relaxes a man. &#8220;We tend to select amateur-looking gals since the image of a professional is not appealing to senior men,&#8221; he says.</p>
<p>In fact, a girl was told by a client that her blow-job skills were sub-par. However, this imperfection subsequently made her more appealing. </p>
<p>&#8220;The ladies are urban and come with class,&#8221; says &#8220;Ｉｓａｏ Matsuda,&#8221; 64, a regular. &#8220;They are kind and full of warmth.&#8221;</p>
<p>When a lady arrives at a hotel, she&#8217;ll enjoy a chat with the customer for between 30 minutes and an hour. It is a must that he not ask private questions. They&#8217;ll then take a bath together.</p>
<p>&#8220;It has been five years since I&#8217;ve done it with my wife,&#8221; says Matsuda. &#8220;Since I am releasing my stress via these deri heru gals, I am getting better at becoming more sensitive to my spouse and female colleagues.&#8221;</p>
<p>He tells <em>Shukan Post</em> that just prior to the interview he had visited one such establishment.  </p>

<p>In Tokyo, heavy hitters used to swing their bats in expensive <a href="http://www.tokyoreporter.com/tag/soapland/">soaplands</a> in the <a href="http://www.tokyoreporter.com/tag/yoshiwara/">Yoshiwara brothel district</a>, and that is still true to some degree. &#8220;There&#8217;s a player with a <em>bancho</em> attitude that comes around,&#8221; says a beat writer with a sports paper. &#8220;He is a legend for using shops as his post-game shower room. He&#8217;ll play with three girls, no problem.&#8221;</p>
