HYOGO (TR) – Hyogo Prefectural Police have arrested a civic employee for allegedly taking illicit pictures of a 26-year-old woman at a pachinko parlor in Himeji City, reports Nikkan Sports (Nov. 27).

At around 5:35 p.m. on Saturday, Noriaki Kayama, a 49-year-old section manager of a medical treatment division of Ako City, allegedly used a smartphone to film a two- to three-minute movie of the lower-half of the body of the woman, including her legs, as she sat on a bench at the parlor, located in the Shikamaku Ebisu area.

Kayama, who has been charged with violating a public nuisance ordinance, denies the allegations. “I didn’t film the lower-half of her body; I filmed her entire body,” the suspect is quoted by the Shikama Police Station.

During the incident, an officer not on duty who had come to the parlor noticed Kayama behaving suspiciously. The officer then apprehended Kayama.
