OSAKA (TR) – Osaka Prefectural Police have busted the largest recruitment company for the commercial sex (fuzoku) industry in the Kansai area for allegedly tricking a woman into engaging in prostitution, reports Nikkan Sports (Oct. 16).

In March of last year, Kazuya Ueda, the 37-year-old representative director of Kizuna, and three other streets scouts allegedly solicited a woman on a street in a business district of Osaka’s Chuo Ward for work as a prostitute at a parlor in Amagasaki City, Hyogo Prefecture while falsely claiming that the place of employment would be a bar.

Kizuna employs around 200 street scouts in nine divisions. They patrol the streets of entertainment districts in Osaka and other areas of the Kansai region.

A police investigation revealed that the group provides commissions to scouts for the supply of women to the fuzoku trade (1,750 yen per day of work for hostesses and between seven percent and 20 percent of the earnings of a prostitute). For the adult video industry, scouts receive up 40 percent of the performance fees of an actress.

In the Amagasaki case, police had arrested nine employees at the parlor, located in the Kannami Shinchi area, for violating the Anti-Prostitution Law.

According to Nippon News Network (Oct. 16), police are probing possible ties between Kizuna and organized crime
