TOKYO (TR) – Tokyo Metropolitan Police have arrested a 28-year-old male company employee after he allegedly posed as a detective in picking up an underage prostitute, reports the Mainichi Shimbun (Feb. 22).

In January of last year, Kazutoshi Matsushita met the girl, at the time 17 years of age, for an illicit encounter at a love hotel in the Kabukicho red-light district.

Prior to the session, the suspect falsely revealed to her that he was an investigator with the Shinjuku Police Station and that he did not intend to pay.

Matsushita, who has been charged with violating child welfare laws, admits to the allegations. “Since it is a waste of money, I thought if I could get her to believe I was a police officer I could economize.”

In the fall of 2014, Matsushita first utilized the girl’s services, for which she charges 50,000 yen, after meeting her via a deai-kei dating application.

In carrying out the ruse in January, Matsushita presented a fake notepad and badge he had purchased online. The notepad had blank spaces for the names of suspects and the inclusion of their photographs. The suspect then told her that he would overlook her work in enjo kosai, or compensated dating, in exchange for a free session.

  1. Just so you know; the term “Underage” in the article is misleading; as Prostitution is not legal (there is no legal age to be a prostitute), so you cant really say she is an `underage prostitute`, and the age of sexual consent on Japan is 13; so she is above the legal age for sex. Enjo kosai is not prostitution in the strict sense anyway. As for pretending to be a policeman…. who could stoop so low.

    • There were two potential violations: child welfare (she was under 18) and anti-prostitution laws. The article specifically uses the term baishun (prostitution) which means she was providing full sex. However, since he did not pay he was not charged under the Anti-Prostitution Law. So she is a prostitute and underage.

    • Roger Dodger has obviously never been to or lived in Japan and only knows about it through his weeaboo anime websites. Every prefecture has their own ordinances in place that makes the effective age of consent in Japan 18 everywhere. Every Japanese is aware of this and the age of sexual consent being 13 is nothing more than a weeaboo or SJW’s assumption based on the first result they find on Google.

  2. Staff report.
The article Clearly states:- “….overlook her work in enjo kosai, or compensated dating,…”
    Also:
When a male of 17 kills someone, he is always called a `male` or a `young man` or `a man`, and at age 17 is the age at which `a (not so) young man` can train to go to war (across the Western World). So; quite why she is being made out to be some naieve kid I dont know. Especially when the age of consent for sex in Japan is 13 and NOT 18.
So It is very unclear why there is no “Child Welfare” for boys being trained to slaughter people at a governments whim.
    Anyway….
That is my understanding after living in Japan for almost 10 years.
If I (as an average person) dont know, then why would anyone else visting or (gainjin) living in Japan know either?

(And [in case anyone criminally thinks I am into underage girls] I have personally stopped some age-mature-people being interested in younger-looking people who hang traverse around where bars are on a night.)

I also notice that the very young children in photo magazines in swimsuits posing demurely in porn stores in Japan will be being banned soon; which is a good thing.

I wont bother responding to the other commenter who appears to have the intellectual capacity of a bannana chomper.
