Officers took Kensuke Okuizumi, the 35-year-old manager at Club Urufu, located in the Kabukicho entertainment area, and two other staff members into custody for demanding 164,000 yen from two male customers in February.
Okuizumi, who has been charged with violating a metropolitan ordinance that prohibits bottakuri, or overcharging, has reportedly denied the allegations, saying he does not recall the incident.
The customers had arrived at the club after being lured by a street tout who promised a price of 3,000 yen per hour. They were handed extraordinary bill after one hour of service.
Since February, police have received 116 complaints of overcharging at Club Urufu. The total damage to the victims is estimated at 28 million yen.
The other case took place last year. According to TV Asahi (May 22), officers arrested Sho Ogata, a 22-year-old part-time employee at club Chou Chou, and two other staff members for presenting a customer with a bill totalling 630,000 yen in November.
