TOKYO (TR) – Chiba Prefectural Police on Thursday announced the arrest of four members of the Totsuka branch of the Tokyo Regional Taxation Bureau for photographing women as they changed clothing in a bathhouse, reports the Sankei Shimbun (July 24).

Officers arrested Akira Onaga, 23, Hiroshi Uegaki, 22, Fumiya Imamura, 21, and a 19-year-old woman for violation the Minor Offenses Act for using a smartphone to shoot video footage a 21-year-old female inside a women’s bathhouse at a training center for tax office employees in Chiba Prefecture on March 12.

The suspects have reportedly admitted to the allegations. “It is profitable to sell videos,” Onaga is quoted by police.

Onaga sold the footage on the social-networking site LINE. The 19-year-old woman shot the video, while the other suspects offered support.

According to public broadcaster NHK (July 24), all four suspects were dismissed from duty on July 2.

“As these acts are unworthy of civil servants, it is regrettable,” said Sumio Shirio, a representative of the Tokyo Regional Taxation Bureau.
