Tokyo regulates erotic manga ‘Younger Sister Paradise 2’ for depictions of incest

A committee within the the Tokyo Metropolitan Government determined on Monday that an erotic manga comic book featuring incest will be classified as a “harmful publication” to young people, reports the Sankei Shimbun (May 12).

The committee deemed “Younger Sister Paradise 2,” published by Kadokawa Shoten in April, to be in violation of an ordinance regarding the healthy development of youths. The designation is the first of its kind since a revision to the ordinance went into effect in July of 2011.

The ordinance applies to titles that glorify or depict certain sexual acts that would be in violation of penal laws. The committee’s decision was unanimous. An official order regarding the decision is expected to be issued by the government to publishers on Friday.

In “Younger Sister Paradise 2,” a boy named Keiichi is sexually propositioned by his five younger sisters while on an overseas vacation. The book is an adaptation by author Sekizai Mikage of an adult video game of the same name released by Moon Stone Cherry.

As a result of the designation, customers under the age of 18 will not be allowed to browse, buy or rent “Younger Sister Paradise 2” from bookstores, which will be required to stock the title in a section restricted to adults. According to the Sankei, a fine of 300,000 yen would likely be applicable to violators.

When reached for comment, a member of the public relations department at Kadokawa said that a comment would not be possible until an office notice from the government was received. “After that, we will consider what action to take in the future,” the representative said.

Update: On May 16, Kadokawa announced that it began suspending the release of new copies of the title three days before.
