So their initial presence is legal. About the lack of arrests for violence, I have heard there are arrests. Kamijo, the skinhead guy in many of the photos above, told me he has been arrested. My guess is that since there are so many hundreds of right-wingers at the biggest demos the police choose not to arrest anyone.
